Tim graduated Magna Cum Laude from the University of Arizona in 2001. After graduating college, he was selected for the prestigious Arizona Legislative Internship Program as a majority policy intern, working with the Republican caucus and leading a team in the creation and publication of a consolidated daily legislative update.
In 2005, he earned his Master of Business Administration from Texas Tech University, focusing primarily on finance-related coursework.
After graduate school, he returned to Arizona to work as a budget analyst in the Governor’s Office of Strategic Planning and Budgeting (OSPB). At OSPB, he worked under both Democratic and Republican administrations, presenting budget recommendations directly to the Governor.
Tim made many significant accomplishments at OSPB, including writing recommendations that resulted in the establishment of a new Arizona Department of Homeland Security (ADOHS); formulating a $100 million border security budget package; securing necessary funding to respond to a crisis in child protective services; obtaining historic increases for public safety patrol and producing effective strategies to attract employment, investment and to nurture startup activity in Arizona.
Tim later accepted employment to help build ADOHS, wearing multiple hats as a strategic planner, legislative liaison, and finance manager. He received a federal secret clearance and coordinated on projects with the Joint Terrorism Task Force, the Arizona High Intensity Drug Trafficking Areas program, and the Arizona Counter Terrorism Information Center (ACTIC). He worked to receive approval for laws to streamline Arizona’s homeland security committees and councils and to better protect critical infrastructure. Tim also managed Operation Stonegarden, a border security grant program.
In 2011, Tim earned a second master's degree in Global Management from Thunderbird School of Global Management. While at Thunderbird, Tim consulted with the Inter-American Development Bank and the Guatemalan Ministry of Economy to boost Guatemalan exports. He also completed Thunderbird courses in both Asia and Latin America, studying the business environments and visiting U.S. businesses in those regions.
Between 2013 and 2016, Tim worked on a Mexico City based World Service Finance team at American Express, co-founded a technology startup focused on access control and taught MBA-level Project Management and International Business courses at Benedictine University. While at American Express, he improved financial reporting for Global Card Issuance in the U.S., Canada, Mexico, Argentina, and Caribbean regions.
Tim’s experience also includes working within the Financial Services Administration for the Department of Economic Security (DES) on financial reporting and processes for the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) and AHCCCS eligibility.
Tim has worked for four legislative sessions as either the Arizona House or Senate Appropriations Research Analyst. Throughout the pandemic, Tim helped provide experienced leadership, stability, unity and calm to the legislative research and budgeting process while working in the Arizona House of Representatives.
In addition to his many professional accomplishments, Tim made time for a sabbatical in 2018 to Mexico. He spent time in Guadalajara and fulfilled a longtime dream of living in a thatched-leaf hut on the sandy beaches of the small village of San Pancho, Mexico while surfing, writing, and drinking tequila.
Tim has lived, worked, and studied in Argentina, Mexico, Chile, Peru, and China.
